Privacy and Security by Design (PSbD), Inc. is founded by the Philippines’ First Privacy Commissioner, Raymund Enriquez Liboro. His vision is to establish a trusted environment in today’s digital world where the free flow of data would result in enhanced quality of life for every person. PRIVAAS is a global software solution designed to ease privacy compliance pains. It was launched in 2022 and created by the Philippines’ First Privacy Commissioner, Raymund Enriquez Liboro, together with a team of Singapore -based engineers, in line with the vision and mission of the PSbD.

PRIVAAS is shaped by Commissioner Liboro’s obsession with making PRIVACY as pain-free as possible for governments, data controllers, and processors. In 2017 he created the Philippines Privacy toolkit to guide PICs, PIPs, and Data Protection Officers (DPOs) through complying with the law and building an organizational culture protecting individuals' privacy rights.

He created and popularized the Five Pillars of Data Privacy Accountability and Compliance. This simple yet comprehensive framework became the guide for thousands of data protection officers in the Philippines and was adopted by other jurisdictions. The pillars advocated the following: 1) Commit to comply- appoint a DPO; 2) Know your risks-conduct a privacy impact assessment; 3) Be accountable- create a privacy management program and privacy manual; 4) Demonstrate your compliance- implement data protection measures and; 5) be prepared for a breach. These five (5) pillars became the foundation for the Philippines' and other jurisdictions’ approach to data protection.

In 2018, Commissioner Liboro was voted to the exclusive 5-member executive committee of the International Conference of Data Protection and Privacy Commissioner or the ICDPPC. The ICDPPC, later renamed the Global Privacy Assembly, is the worldwide body on data privacy composed of 134 member jurisdictions.

Because of his risk mitigation and management expertise, Commissioner Liboro was chosen to lead and chair the Global Privacy Assembly's COVID-19 Taskforce, intended to create a venue for collaboration among jurisdictions and organizations and address the emerging privacy issues posed by the spread of the COVID-19 virus worldwide.
In 2019, he chaired the first ASEAN (Association of Southeast Asian Nations) Data Protection and Privacy Forum. In addition, he became the host chair of the Asia Pacific Privacy Authorities Forum or the APPA.

RAYMUND ENRIQUEZ LIBORO
Raymund Enriquez Liboro was the Philippines’ first Privacy Commissioner from 2016 to 2021 and a former Assistant Secretary of the Department of Science and Technology. In 2018, he was the first Asian elected to the exclusive 5-member Executive Committee of the Global Privacy Assembly—the largest and most prestigious privacy body composed of 160 jurisdictions worldwide. In 2020, he was chosen to lead and chair the Global Privacy Assembly’s COVID-19 Taskforce. He chaired the first ASEAN Data Protection and Privacy Forum and became the host chair of the Asia Pacific Privacy Authorities Forum or the APPA. He attended the Harvard Kennedy School Executive Education Program for Digital Transformation. After serving in government, Mr. Liboro returned to technology innovation and is continuing his advocacy by establishing a trusted digital agency—Privacy and Security by Design, Inc. Currently, he is a lecturer at the Asian Institute of Management (AIM) on Cybersecurity and Data Privacy.
ATTY. RODOLFO D. MENDOZA JR.
Atty. Rodolfo Mendoza graduated in the Top 10 of his class from Saint Louis University School of Law. At 24, he became a Department Head at Luen Thai International Group Philippines, Inc., where he managed compliance and audit operations, drafted and reviewed ISO 9001 policies, and led the digitalization of back-end processes by developing an electronic KPI system. He was later recruited by Luen Thai Macao Offshore as the Corporate ICT Section Head, overseeing ERP system implementations in China, Cambodia, and the Philippines. He also worked as a Policy Writer and Editor at Janison Solutions Pty. Ltd., contributing to ISO documentation for ISO 27001 certification. Previously, he served as a Legal Writer and Researcher for a New York attorney who was also the Commissioner on Ethics and Lobbying. He is currently a Data Privacy Lawyer at PSbD, ensuring client compliance with regulatory standards. He holds an undergraduate degree in Communication and has passed the Licensure Examination for Teachers.
