Privacy and Security by Design (PSbD), Inc. is founded by the Philippines’ First Privacy Commissioner, Raymund Enriquez Liboro. His vision is to establish a trusted environment in today’s digital world where the free flow of data would result in enhanced quality of life for every person. PRIVAAS is the Privacy and Security by Design (PSbD), Inc’s proprietary Privacy Management Tool.

PRIVAAS is a global software solution designed to ease privacy compliance pains. It was launched in 2022 and created by the Philippines’ First Privacy Commissioner, Raymund Enriquez Liboro, together with a team of Singapore -based engineers, in line with the vision and mission of the PSbD.

PRIVAAS is shaped by Commissioner Liboro’s obsession with making PRIVACY as pain-free as possible for governments, data controllers, and processors. In 2017 he created the Philippines Privacy toolkit to guide PICs, PIPs, and Data Protection Officers (DPOs) through complying with the law and building an organizational culture protecting individuals' privacy rights.

He created and popularized the Five Pillars of Data Privacy Accountability and Compliance. This simple yet comprehensive framework became the guide for thousands of data protection officers in the Philippines and was adopted by other jurisdictions. The pillars advocated the following: 1) Commit to comply- appoint a DPO; 2) Know your risks-conduct a privacy impact assessment; 3) Be accountable- create a privacy management program and privacy manual; 4) Demonstrate your compliance- implement data protection measures and; 5) be prepared for a breach. These five (5) pillars became the foundation for the Philippines' and other jurisdictions’ approach to data protection.

In 2018, Commissioner Liboro was voted to the exclusive 5-member executive committee of the International Conference of Data Protection and Privacy Commissioner or the ICDPPC. The ICDPPC, later renamed the Global Privacy Assembly, is the worldwide body on data privacy composed of 134 member jurisdictions.

Because of his risk mitigation and management expertise, Commissioner Liboro was chosen to lead and chair the Global Privacy Assembly's COVID-19 Taskforce, intended to create a venue for collaboration among jurisdictions and organizations and address the emerging privacy issues posed by the spread of the COVID-19 virus worldwide.

 

In 2019, he chaired the first ASEAN (Association of Southeast Asian Nations) Data Protection and Privacy Forum. In addition, he became the host chair of the Asia Pacific Privacy Authorities Forum or the APPA.

RAYMUND ENRIQUEZ LIBORO

Philippines' First Privacy Commissioner Raymund Liboro is a former Assistant Secretary (Deputy Minister) of the Philippines' Department (Ministry) of Science and Technology (DOST) and was also designated concurrent Director of the Science and Technology Information Institute from 2010- 2016. In 2012, he was in charge of climate change adaptation and disaster risk reduction. He initiated strategic programs, including developing an IT-based disaster risk mitigation tool called Project Noah which garnered numerous international awards for innovation. He was one of the Philippines’ climate change negotiators during the historic COP 21 Climate Change Summit that drafted the Paris Accord in 2015. Commissioner Liboro stepped down from office in 2020 after serving two terms as the Philippines’ Privacy Commissioner. He founded the company Privacy and Security by Design, Inc. to continue his advocacy of promoting data protection as a critical trust builder in today's global digital milieu.

ATTY. KRISHNA AIRA TANA-CAGUIA

Krishna is a lawyer and a Data Privacy and Protection consultant. She is a Certified Information Privacy Manager (CIPM) and a Certified Information Privacy Professional – Europe (CIPP/E) through the International Association of Privacy Professionals (IAPP), the first organization to publicly establish standards in professional education and testing for privacy and data protection. As a CIPM, she demonstrates an understanding of privacy program governance and the skills necessary to establish, maintain and manage a privacy program across all stages of its operational life cycle. She is certified to take a lead on operationalizing privacy policies and administration of privacy program of an organization. She is also a CIPP/E and an expert in the data privacy laws and regulations of Europe, the General Data Protection Regulation (GDPR). She has a foundational understanding of broad global concepts of privacy and data protection law and practice, including: jurisdictional laws, regulations, and enforcement models; essential privacy concepts and principals; legal requirements for handling and transferring data. She has five (5) years’ worth of experience in the field of data privacy in both the public and the private sector. She gained knowledge and experience through her 4-year stint with the government, the National Privacy Commission (NPC), where she was part of the Compliance and Monitoring Division’s legal team and became the OIC-Chief of the Enforcement Division. She was also designated as the Policy Adviser for the Retail and Manufacturing Sector and awarded as the Best Policy Adviser in NPC’s Employee Awards in 2019. Before she left the government service she was recognized by the NPC as the Best Lawyer and Best Data Privacy Practitioner in 2021. She is currently acting as a data privacy consultant and handling data privacy projects for various industries in the private and public sectors.
